The Maximizing the Value of Land Study (MVL) conducted by IMPO is available.

The MVL is the follow-up to the Central Indiana Housing Study and examines how different housing types affect municipal and school district budgets by comparing tax collection to the cost of infrastructure and services provided. Understanding these fiscal implications is essential for our communities as they navigate growth pressures and recent changes made to tax law in Indiana. Among the findings were that higher density housing and rentals consistently provide greater net revenue for local governments, making clear that these housing types not only play a role in providing options within a diverse housing spectrum but are also essential for long-term sustainability.
