Every Hoosier deserves the opportunity to put down roots, yet for many, the dream of homeownership is slipping away. While many factors contribute to the rising price of a new house, one of the most significant—and preventable—drivers of Home Building Costs is government regulation. From soaring fees to long permitting delays, the “hidden tax” on construction is making achievable housing harder to find across Indiana.

The Real Price of Bureaucracy

According to the National Association of Home Builders (NAHB), “regulations account for nearly 25% of the cost of a single-family home and more than 40% of the cost of a typical apartment development”. In Indiana, this “regulation tax” adds an average of $93,870 to the cost of a new build, reports the Indiana Business Journal (IBJ).

These aren’t just numbers on a spreadsheet; they represent real families being pushed out of the market. In the Indianapolis metro area, for every $1,000 increase in fees or regulatory expenses, 551 working families are priced out of the market. As of January 2026, permitting fees in Indianapolis for a standard home have jumped by 142%, adding even more pressure to Home Building Costs (IBJ).

Why Permitting Delays are the “Silent Killer” of Affordability

While impact fees are a visible expense, Permitting Delays act as a silent killer of Achievable Housing. Time is literally money in the construction world. When a project is stalled, builders must pay interest on land and construction loans, property taxes, and insurance—costs that are eventually passed on to the buyer.

The disparity in Indiana is stark:

  • In many suburban counties, residential permits are processed in just one to two weeks.
  • In Marion County, the same process has historically taken one to four months.

Research shows that a 36-week delay can add an estimated $20,000 to $40,000 to the price of a single home due to carrying costs and interest (IBJ). If we want to lower Home Building Costs, we must demand more efficient timelines that don’t penalize those seeking to build in our urban centers.

A Widening Gap: Why Every Day Matters

The impact of regulatory hurdles is most visible when looking at the Indiana Housing Dashboard, which reveals a growing “underproduction” crisis across the state. Indiana is currently failing to build enough homes to keep pace with its population growth, creating a supply-and-demand imbalance that artificially inflates Home Building Costs. In high-growth regions, the gap between new household formation and new housing permits has widened by more than 20% over the last decade.

This shortage directly threatens the availability of Achievable Housing. When Permitting Delays stall new developments, they don’t just add interest costs; they restrict the total number of homes available for purchase. This lack of inventory has caused Indiana’s median home prices to rise significantly faster than median household incomes, effectively locking a generation of younger Hoosiers out of homeownership.

Every day spent waiting on a permit is a day that a working family is denied the chance to build equity. This also works to the detriment of municipalities since these delays delay homes from adding to the property tax rolls, which would benefit the municipality.. By utilizing the Indiana Housing Dashboard to identify these gaps, we can better advocate for the streamlined processes necessary to bring more Achievable Housing to our communities.

Building a Future for Achievable Housing

At Build Indiana Roots, we believe in sensible policies that balance growth with safety. However, when 96% of developers report that regulations cause an average delay of six months, the system is no longer working for the average Hoosier.

In addition to streamlining the permit process, we must look at how Impact Fees and aesthetic mandates further complicate the path to homeownership. By addressing Permitting Delays and reducing unnecessary red tape, we can ensure that Achievable Housing remains a reality for our teachers, nurses, and first responders.
